Not having their finger on the trigger is actually standard procedure. It bugs the hell out of me when in movies police run around with their fingers on the trigger. The finger remains off the trigger until the weapon needs to be fired in order to prevent miss-fires. If you notice, the guy beside him doesn't have his finger on the trigger either. Instead, his finger is most likely resting on the side of the firearm, just above the trigger.
